Subjects, Functions and Institutions:- In terms of the assignment of subjects and functions made by H.E. the President under Article 44(1)(a) of the Constitution and published in Gazette Extraordinary No. 1681/3 of 22nd November 2010 and Gazette Extraordinary No. 1736/23 of 14th December 2011 the Minister of Technology and Research is vested with the following subjects and functions; Formulation of policies, programmes and projects in regard to the subjects of Technology, Research and all subjects that come under the purview of Departments and Statutory Institutions vested in the Ministry, on the basis of the Mahinda Chinthana – Vision for the Future and any other overall National Policies that may be adopted by the Government; Direction of the Implementation of such policies, programmes and projects within time lines agreed with the national planning authorities and within budgeted resources, with a view to achieving relevant objectives; Reforming of all systems and procedures to ensure the conduct of business is an efficient manner deploying modern management techniques and technology where applicable while eliminating corruption and waste; Provision of all public services that come under the purview of the Ministry in an efficient and people friendly manner; Scientific and industrial research; Establishment and control of Standards; Socio-economic research; Planning and conducting research by providing required facilities to research institutions; Researches in specific areas of basic science and promotion of fundamental studies; Supervision of the organizations vested in the Ministry.
